The National Disability Insurance Scheme (NDIS) is an Australian government programme that provides funding for individuals who have a permanent and significant disability. We are a Canadian company and are not experts on this programme. However, we have heard of stroke survivors with aphasia who have successfully obtained funding to purchase the Tactus Therapy apps on the recommendation of a speech-language pathologist.
We are not a provider and not able to issue invoices or quotes in advance of purchase as we do not sell our apps directly. They are sold through Apple's App Store and Google's Play Store. After purchase, a receipt is emailed to the purchaser from Apple or Google or can be obtained through the Apple ID or Google account.
So what can you do? Our understanding is this:
If a person is self-managed or plan-managed, they should be able to purchase the app(s) themselves and submit a letter of recommendation with a receipt/proof of purchase to the NDIS portal or manager to be reimbursed.

If a credit card is not available or the account is not yet set up (perhaps if the plan includes the iPad or tablet that has not yet been purchased), gift cards meeting or exceeding the price of the app(s) can be purchased at many retail outlets using a wider variety of payment methods.
